I believe you can make that command work for anyone (Anonymous).  Look under !commands tell and you can change it there.

I *think* the command would be: /tell bot !commands update tell online AN  -  which would make the online command work for anonymous.

Hmm that did not work , anyone else know what it is to change it?

EDIT: Fixed it need to type my character name in owner in the conf file

However it did not allow others to ype it
