Forum upgrade Aug 3rd

The forums have been upgraded to the latest CVS snapshot of SMF 1.1 RC3, it contains numerous bugfixes and should hopefully eliminate a few problems some have intermittantly experienced. As this is bleeding edge code however, there is always the chance that there could be new issues, so feel free to report them in this thread if you find any.
