Title: Raffle manager

Raid bots for small orgs or co-ops, who don't like points tend to !raffle items.  Problem is, other than honor system, there is no real way to regulate who joins a raffle.  We've recently experienced a click happy raider win over half the loot from a raid we did.  In discussing ways to prevent this in the future, this idea was born.

Points are given at raid lock to all raiders.  The number of points is manually entered, and in our talks is based on an equation related to the number of bosses per raid.  These points directly regulate how many raffles per raid you can join.  1 point is subtracted from account when member does !raffle join.  When account hits zero, bot just ignores the join request.

At raid end, all points on bot are reset to zero.

also on the same thought

many mods can distinguish between a member and an admin, and allow access to certain functions of that mod.

Can raffle have an option to set what security level can do raffle start/stop etc, and only guest or members can join/leave?
