    more functionality to cloak command

    update request:

    would like the bot send a tell to ppl logging, while a city raid is going on,
    somthing like, Stay out of city, raid in progress 25 minutes untill city is safe,
    and then an addition to that command, could be a manual override, so leaders, and ranks above could tell bot to not send  the msg, when the groundraid have finished,
    or somthing like that..

    is there a way to, set the city cloak, off or on, manualy, like if the bot went offline, whild there were a raid going, and didn´t catch that the cloak got turned back on ?
