Title: Add comment/reason to !restart/!shutdown

Add comment to "!restart" and "!shutdown".
Ex: "!restart Adding a module" And it will show

"The bot is restaring (Reason)"

BeBot: temar * r1957 / (4 files in 4 dirs): Added sending of shutdown/restart reason
