Title: topic module

I can't figure out if 0.5 has a topic module, I haven't been able to find a module for it and looking around the modules I haven't found anything related to it.  When i check out !settings  in the bot I see there's something in the database that was created for a topic, here is what I see:

Settings for Topic

clear:  GUEST
  Description: Who should be able to clear topic
  Change to: [ ADMIN | LEADER | MEMBER | GUEST | ANONYMOUS ]

set:  GUEST
  Description: Who should be able to set topic
  Change to: [ ADMIN | LEADER | MEMBER | GUEST | ANONYMOUS ]


However when I check out the _access_control and _settings in the sql database there's nothing, anyone able to put me into the right direction? Thank you!

I also looked at http://bebot.link/0-5-x-customunofficial-modules/0-4_support-for-latest-0-5/  to use 0.4 modules with 0.5 but I wanted to check if there was another alternative first.

Has anyone come up with a !topic module for 0.5.x or 0.6.x?
