PHP 5.2.3 bundle

I can not download the PHP 5.2.3 bundle from http://bebot.link/tpmod/?dl=item9.  I keep getting the message Internet Explorer cannot download BeBot-phpv5.2.3.zip from bebot.link.  Content decoding has failed.

i just downloaded and opened it just fine useing winzip

For some reason I can't get it to download with IE7 but I was able to get it with Safari.
