If you turn on confirmation and the person that adds and alt is not a member of the bot, or at the very least a guest, it will not let them confirm their alt.  Need to add a sub command to the !alt command so we can give permission to confirm to anon.

We should not have !alt being used by anyone that isn't membered, but we do need to make that one exception.
