Bot announcing new phpBB topic

I'm hoping to write a module that tells the pgroup about a new topic that's posted on the phpBB forums associated with the bot. Now, the SQL query for that isn't going to be hard, but having the bot check for it is kicking me around.

How would something like that be done? Make the bot check every 5 minutes for new topics on the query, storing the allready posted topic ID's in a table/textfile? Besides that, i have no idea yet on how to work with the bots cron. So if anyone could enlighten me on that one too, that would be awesome.
