is there any need for last seen with some 1 who is online?

It should not list last seen if person is online no. Oversight on my behalf.

As for the second one. imho yes, given that for the duration of the roster update, the bot will essentially be non responsive until it completes.

what does roster do for raid bot?
i know with org bot it get new members etc

The roster update of raid bots removed rerolled bot members and keeps the buddy list in sync with the notify list.
