    No, it just needs to be able to do HTTP requests (outgoing port 80) and receive the returning answers.

    It does HTTP requests for whois lookups, org roster, items and history.

    There is no purely local lookup, only the whois cache, which buffers whois requests in a table. But the information is still gained of the FC sites.
