Title: Having SQL issues

Im trying to grant all privileges....its going poorly.

So lets start with my many problems!

1)My db isn't loaded everytime I start mysql.  I have to \r my db every time.

2)I just can't create a user in mysql.  I've read the documentation, and I must just not get it.  

3)I get lots of syntax errors when I use ; as a delimiter.  Maybe Im confused, but by using a delimiter, that ends a statement?  Oh well, any advice would be good.  

Exact syntax would be great to be honest.  I've read other threads, copied/pasted/fixed syntax from them, and it just won't work:(

If you're haveing problems makeing users try the MySQL Administrator:
http://dev.mysql.com/downloads/administrator/1.0.html

Easiest solution. ;)

Ok, got the DB thing sorted out.  Im running it on a windows machine.  Now I get this error...
