Iam not using IRC so I wanted to disable IRC module:

[bot]: Disabled Modules/IRC.php. You will need to restart the bot for the changes to take effect.
To [bot]: restart
[bot]: The bot is restarting.

but the bot stuck in some loop with error

[CORE]	[ERROR]	Module 'irc' does not exist or is not loaded.
[MAIN]	[DIR]	Loading main functions of the bot
...

thats just another module trying to send a message into irc channel, other than the message in console bot should be fine
