Is there any possibility to make the bot telling a particular message to all player that log on and are registered as members? (Like setcraft)

Yes.

Owner of the bot can do a !headline Then type whatever message he wants and it will be sent as a tell to all members on login.

Whom that can do this is guaranteed possible to adjust through security settings.
