Can someone explain a bit about when Funcom may drop messages due to using the send_tell command?

I see there is a parameter to this function ($low) which should be set to 1 to avoid spam; what does it do?

And what constitutes spam ... is it a repeated number of messages with a time limit (what time limit) ?
