Security Access Level for "settings" broken

When creating a new bot I ran into a problem I had when I first set up my guild's bot.

Only the OWNER of the bot could use the access the setting for modules.  So I changed the owner to me (on the new bot) so I could access "security settings" to adjust it to superadmin since I wanted someone in that guild to be the owner of the bot, anywho.....  The point is it was already set to superadmin....  That seemed odd so I looked back to what the "security setting" was on my bot since I knew a superadmin could access the settings and, and, and.... it was set to admin.  I am wondering still if an admin can really access settings, might test that later. But what I do know is that only owner can access settings when "security settings" is set to superadmin and superadmin (and owner) can access settings when "security settings" is set to admin.

Tested and admin cannot edit settings for any module when "security settings" is set to admin.

sry for the question ... but do u have restart the bot after changing the accesslvl ??? maybe this ist the reason

When I first posted this I had tried that first.  I got to the page with the list of choices that could be my bug, but when I clicked the button at the bottom that said 'add a new bug' nothing happened.  I could see the button depress graphically, but it just stayed on the same page.  I will try again in a few mins.

hmmmm why u dont use the !commands with the bot-owner and make the modules u need with sa or a or l accessable ???
maybe this is a workaround for u
