Implant/Cluster QL module

Threeze:
two files, two simple commands:

!implant <ql>
shows minimum ql clusters that will work in the specified QL implant.

!cluster <ql> <type>
shows maximum implant QL that clusters can be inserted into.


the coding isn't super pretty, but it's pretty functional.
