Multiple org relay bots not talking

So I have created multiple bots for our orgs that I am using for fallbacks in the event our main bots aren't up and running. However, I am having an issue with them right now. They all appear to be setup properly on the relay and I have checked the doc's a few times to compare settings. However, when I chat in one org it doesn't show up in the others. The online list seems to work fine...it's just the chat. Any ideas? Thanks!

do the org bots have permission to do the !gcr command, a simple solution is to do !admin add leader <orgbot2> on orgbot 1

When I run !gcr it just echo's it back to me. I did !admin add leader on all other bots from source bots. Still no chat being passed. It doesn't even look like its trying to send the chat to the relaybot...

Well AT ended up getting our bots back online, but I don't doubt we could run into this again. I would like to solve if possible. Any ideas guys? Thanks!
