Title: Topic Module - Display topic, raid leader, and faction mode

Description:
A module that displays a topic, raid leader, and faction mode when a user joins the bot or requests the information using !topic.

Commands
!topic <msg>
Sets the topic to <msg>. Accessible to bot admins and raidleader.

!topic
Displays current topic information.

Added !lock notification to the topics, as well as some other tweaks. Same link.

Would be great if it showed the number of ppl on pgroup too. So you can see how many you are on the pgroup without typing !sm all the time : ).

Maxplayers now added to Privgroup and echoed in Topic per request. You can !forceinvite through a full bot. In order to use this feature, you will need to update your Privgroup (http://bebot.fieses.net/viewtopic.php?t=222).

!maxplayers <number>
Sets max players to <number>.

!maxplayers
Returns max players.
