Starting a raffle in guild chat meant that you had to select guild chat output, then re-announce raffle which I found to be totally frustrating.

- Based on standard !raffle module in 0.2.11.
- Fixed some spelling errors.
- Converted output selection to a stored in DB and switchable dialog using !settings (GC/PGRP or both).
- Now requires Glara's Module Settings Plugin.
